Job Description:
1. Reporting & Analysis:
Subject matter expert on data that is representative in the reports. Intimate knowledge of all report metric components and their values relative to the network. Ability to interpret data to determine direction and improvements required. Ability to determine if data is accurate and representative of an performance issue or a stats issue.
Tracing and analysis of SS7, Data translations trees, routing schemes, protocol stacks. Investigation and analysis of equipment vendor platforms related to performance. Expert level of 2G and knowledgeable of 3G allows for isolating network issues.
Detailed understanding of call processing, signaling, data translations, tracing and protocol analysis techniques. Detailed understanding of interfaces and relationships between nodes relative to network performance.
2. Performance Audits
Directs resolution of performance degradation issues throughout the organization. Appropriately identifies the group responsible for resolution of deficiencies based on audit. Works closely with vendors to identify recommended values and identifies internal exceptions to support audits and ensures compliance by issuing WO’s internally.
Escalates appropriately when timelines and requirements are not met. Works closely with partner groups to understand the requirements of network changes as a result of audits.
3. Performance Review:
Work Directly with Vendor to provide direction on performance improvement. Schedule and perform performance reviews with vendors to address any downward trends.
Take a lead role in the meetings where required. Support the development of an agenda and prepare presentations for market reviews.
4. Operations Support:
Serve on boards and work streams to define standards and operational improvements. Serve as member on technical improvement committees and workstreams.
Work with Release planning to ensure requirements for Operations is being addressed. These requirements will include Product/Feature Documentation, Training Spares Requirements and OAM&P modules.
Define Metrics or benchmarks to monitor compliance to standards. Formalize “Best Practices” across the Region
Support resolution of issues on behalf of the Regional markets for new software and hardware releases. Provide FOA support and address service issues with Engineering.
Provides expert technical input for initiatives and projects.
Serve as a technical representative to develop solutions based on lessons learned. Provide technical expertise on issues
5. Issue Tracking & Resolution (Troubleshooting Performance issue):
Identify specific issues relating to performance degradation and propose solutions and corrective action.
Act as resident expert and technical subject matter expert. Work to align processes for resolution across diverse groups such as CFIT, Care, Tier II, Market Ops, NOC, FSC etc. Address Technical questions and issues with team as they arise.
Chair conference calls to ensure coordinated effort are inline to correct problems.
Minimum Required Skills / Competencies:
Functional/Technical Skills (Specify any functional, technical or industry-related skills, knowledge or abilities needed for this position – Note: you do not need to include general behavioral competencies or GMC values.)
• Excellent interpersonal skills.
• Extensive Knowledge of GSM 1900 wireless technology performance applications; various platforms, including Ericsson, Nokia, Nortel, Tellabs, Alcatel/Spatial, Comverse, and ATM technology. Basic understanding of UMTS technology and network topology migration.
• Extensive Knowledge in ALCATEL Platform (MSS and MGW).
• Detailed understanding of transport architecture, equipment and hierarchy.
• In depth knowledge of SS7 signaling networks and protocols.
• In-depth understanding of practical Data Translations and routing schemes.
• In-depth understanding of EOS or Clear Codes.
• Knowledge in UMA (Unlicensed Mobile Access) Technology is a plus.
• Knowledge of NSS tools: geoprobe, K-15, traces etc is a plus.
• Strong skills in Microsoft applications, such as Word, Excel, PowerPoint, Project, etc.
• Working knowledge of scripting and database programming skills to support data manipulation and post processing
• Strong communications skills.
• Capable of providing training to develop skills of Market Operations Techs
• Ability to define processes and document processes
• Ability to develop standards across diverse groups
• Ability to provide direction to peers and propose performance expectations in project-related roles.
• Ability to lead and facilitate meetings.
• Ability to manage multiple projects.

Education & Experience (Specify relevant work experience, education and specialized training required for this position – indicate such factors as number of years, breadth of experience, industry, disciplinary, leadership or other types of training or experience necessary to successfully perform the job.)
Engineering Degree with minimum 5 Years telecom experience, specifically in NSS Performance/Operations
OR
2-yr vocational degree in Telecommunications Field or Electronic Engineering
Minimum 7 yrs telecom experience, specifically in NSS Performance/Operations.
